The study would also help Indian Railway to take up more projects and modernization, he said.Speaking to reporters at a seminar on 'Wheel-Design and Higher Wheel Life and Safety organised as part of Silver Jubilee of Rail Wheel Factory here, Mr Kumar said that feasibility for Bangalore-Hubli, Bombay-Ahmedabad and Delhi-Chandigarh trains was being considered and State governments had shown keen interest in incurring the expenses. The projects would be developed on PPP Model, he said.After the completion of the study, a project would be taken up on a pilot basis, he said.Introduction of High Speed Trains needed lot of infrastructural development, including a dedicated track and there should not be level crossing. It also required advanced signalling. Once it was approved and source of funds identified, the project would be introduced as pilot on any one of the most suitable sections.  Minister of State for Railways K.H. Muniyappa said that there was a demand for export from the Rail Wheel Factory and there was a seven-per cent increase in production over the last one year. He said that the Wheel and Axle Plant at Yelahanka in Bangalore is doing yeoman service and has increased its production from 1,20,000 to 1,90,000 units and it would further be increased in the coming years. Recognising its service, the Railway Ministry has announced a special prize of Rs 10 lakh.He said to the extent possible, we should adopt the hub and spoke model wherein Railways connect important towns and the small towns are connected by roads. ''In other words, the Railway Junction becomes a hub and the arterial roads will connect the smaller towns and villages.''It would not only minimize pressure and wear and tear of roads but also saves precious foreign exchange. ''A large chunk of our foreign exchange goes towards importing fuel. This can be reduced if Railways are used to carry goods and passengers for long distance, and roads for travelling shorter distances to villages and small towns,'' he added.Mr Muniyappa said the doubling of Bangalore-Mysore line would be completed within next three years. Chhattisgarh had become the hub of deemed universities, he said and added that the grants to these universities should be stopped, as recommended by the Yash Pal Committee.&lt;br /&gt;&lt;br /&gt;He sought implementation of the committee’s recent report on improving higher education (the committee had recommended, among other things, abolition of the deemed university concept and conversion of a few deserving deemed universities into full-fledged ones).&lt;br /&gt;&lt;br /&gt;Only nine per cent of Indians pursued higher education whereas the global average was 20 per cent. Even in Africa, the rate was 20 per cent he pointed out and demanded that the Centre earmark six per cent of budgetary allocations for education.&lt;br /&gt;&lt;br /&gt;Mr. Banerjee charged the BJP with ‘saffronising’ education in the States ruled by it. History textbooks were being altered systematically in Karnataka, Jharkhand and Rajasthan, he said and sought a comprehensive legislation to regulate fee structure, admission process, and the curriculum. While more and more women from minority communities were taking to higher education of late, surreptitious efforts were on to keep them away from the mainstream. The SFI was against the ‘saffronisation’ of education, he said.&lt;br /&gt;&lt;br /&gt;Mr. Banerjee opposed the Bill on Foreign Education Providers by stating that under this Bill, the Government was trying to open up the education market in the country to foreign universities. If the Bill were to be implemented, a situation might arise where foreign universities would convert India into an education market without Government control.&lt;br /&gt;&lt;br /&gt;The SFI had succeeded in preventing the Government from passing this Bill in the past 10 years, he claimed. H.R. Naveen Kumar, president of the State unit of the SFI, alleged that the Karnataka Government was ‘saffronising” education by privatising the mid-day meal scheme. Ms. Poojarti’s granddaughter Jyoti, a PUC student, told the team that the house was damaged by heavy rain on July 20. The family had received compensation of Rs. 25,000, she said. &lt;br /&gt;&lt;br /&gt;The team members asked Deputy Commissioner P. Hemalatha if some relief could be provided under the Ashraya scheme. &lt;br /&gt;&lt;br /&gt;Ms. Hemalatha said that she would have to check whether further relief could be provided under the urban Ashraya scheme. &lt;br /&gt;&lt;br /&gt;The pathetic condition of Ms. Poojarti’s house was there for all to see. The walls of Ms. Poojarti’s house have collapsed. Many utensils and household items have been kept outside the house. Ms. Poojarti lives with her daughter Vasanti, granddaughter Jyoti, and grandson Gangadhar. An official said that the family of Ms. Poojarti was below the poverty line (BPL).&lt;br /&gt;&lt;br /&gt;Earlier, Ms. Poojarti told presspersons that the authorities should pay her adequate compensation to get her house properly repaired. She and her family members were now living in a relative’s house. An emotional Ms. Poojarti broke down many times while explaining the condition of her house and family. &lt;br /&gt;&lt;br /&gt;“My daughter Vasanti works as a labourer. Swarna River has been supplying drinking water to the city and irrigating the farmlands across the district, said Chimbra Siddi Vinayaka temple trustee Ramesh Rao.&lt;br /&gt;&lt;br /&gt;Addressing the media persons at a press conference held here on Friday July 17, Rao said that Swarna River that originates in the Western Ghats, flows through the plains, before joining the Arabian Sea. It is the lifeline of peasants and citizens alike, providing drinking water and water for the agricultural activities and plantations across the district.  Swarna River is supplying drinking water to the citizens in 35 wards under the local municipality and 20 villages in the district, he explained.&lt;br /&gt;&lt;br /&gt;Sage Yugapurusha Vadiraj had stated in his scriptures that those who bathe in Suvarna River on Chaturdashi day get blessed abundantly, besides being cleansed of their sins by Lord Krishna.  In the backdrop of this, district in-charge and state home minister Dr V S Acharya will initiate the tradition of offering ‘Baagina’ to Swarna River along with his wife on Tuesday morning, in order to express the gratitude of the people for the abundant supply of water to all people throughout the district, he added.    &lt;br /&gt;Meanwhile, the offering of ‘Baagina’ will become a tradition that will be continued in the future by the district in-charge ministers. A house each was partially damaged in Yedkalbettu, Havanje, Pernankila, Hirebettu, Bada and Kudi villages when trees fell on them. Three houses were partially damaged in Giliyaru village, when trees fell on them.As many as six houses were partially damaged in Nanchar village, after trees fell on them.The damage to the six houses in this village has been estimated at Rs. 1.9 lakh. Two houses were damaged in Pejemangur village. The damage to the 17 houses in Udupi taluk has been estimated at Rs. 3.14 lakh.According to the Karkala Taluk Office, the man was travelling in his jeep at Kervase village when a tree fell on it injuring him. He was rushed to Kasturba Hospital in Manipal.As many as eight houses and an anganwadi centre were damaged due to rain and winds in Karkala taluk. Such drains were essential in areas such as Kalsanka, Badagupete, Vidyasamudra Road, Tenkapete and Hotel Brindavan Road, it said.It should take steps to check the spread of malaria in the city, especially in those areas where rain water was clogging.Many important roads in the city were full of potholes. This had affected smooth flow of traffic, the committee said.The potholes on roads were a nuisance for pedestrians. Hence immediate steps should be taken to fill them. The Tenkapete Road, Harishchandra Road, Nivedita Road, Vadiraja Road, Ammanni Ramanna Shetty Hall Road, Kadiyali Road, Badagupete Road, and GundibailRoad needed immediate attention, it said.Many houses and shops in low-lying areas were flooded on July 6 owing to heavy rains. The people living in those areas had suffered huge losses. The twin-districts have been receiving good rains since the night of Wednesday June 24. As on Friday morning, the sky is covered with clouds and rain of less intensity has been soaking almost all the places in the two districts, bringing smiles back on the faces of the farmers.&lt;br /&gt;&lt;br /&gt;Traffic suffered in parts of the city on Thursday as artificial floods were created because of the storm drains blocked by people who have created cement patches to bridge the height between the foot paths and the roads to pave way for the entry of vehicles, besides the road repair works going on in some places. A labourer was injured after the pit he was digging for a building in Ashoknagar area in the city caved in on Thursday.&lt;br /&gt;&lt;br /&gt;There are reports that Puttur, Bantwal, Sullia and Beltangady taluks too have been receiving very good rains. Udupi recorded a rain of 10 cms till Wednesday morning. While most of the places in the coast received between five and seven cms, the city got three cms of rainfall. There has been long power lay offs presumably because of the rain, putting people to lot of inconveniences.&lt;br /&gt;&lt;br /&gt;An agriculturists named Gopal Poojary (50) from Pernankila village in Udupi district died because of lightning, when he was about to leave his home to his fields on Thursday morning. BelgaumkarRailway Board, CRS give different reasons for delayBoard concerned with movement of goods trains during day timeMembers of Rail Yatri Sangha to meet Commissioner on WednesdayMANGALORE: Is the Railways deferring the introduction of the day-train between Bangalore and Mangalore owing to commercial considerations?The Rail Yatri Sangha, which is spearheading the movement for the day-train, suspects that the reason behind the delay in introducing the train might be viability factor because the Railway Board and the Commissioner for Railway Safety (CRS) have given different explanations for the delay. In response to an application filed under the Right to Information (RTI) Act 2005, the Railway Board said on April 1 this year that the train number 6515/6516 Yeshwanthpur-Mangalore Express via Arasikere was not introduced because of operational restrictions imposed by the CRS.Commissioner for Railway Safety K.J.S. Naidu had, in response to an RTI application by Anil Hegde of the Puttur-based Rail YatriSangha on 7-11-2008, said: “As (the) Commission does not impose any condition or give suggestions, Railways have to follow the norms already laid down.”Board’s versionThe Railway Board, on the contrary, said the absence of catch siding was the reason for not introducing the day-train to Bangalore. Catch siding is a small stretch of track to divert the runaway trains from the mainline.It is specially designed with an upward incline coming off a downward track with loose sand to bring the runaway train to a halt.Mr. Hegde pointed out that the board had stressed that allowing passenger train would affect the movement of goods trains. The board said: “This is a ghat section with 1:50 gradient (descending 1 metre for every 50 metres) and four stations.” Only two of the four stations had catch sidings. “If a passenger train has to be allowed in the up direction, the section from Donigal to Srivagilur has to be clear.DesignSimilarly in the reverse direction, the section from Srivagilur to Dongial has to be clear to run passenger trains. Overall, four up and four down goods train path will be lost if the train is introduced, in addition to causing heavy detentions to goods trains,” he said. Mr. Hegde said this gave rise to the doubt that commercial interests were overriding the passenger-interests forthe Railways. Abdul Kalam and forging his signature, at Kodavoor village near Udupi on Sunday.A police press release on Monday said the State Intelligence Office had informed the Udupi district police that Niranjan Chidanand Bhat, a resident of Moodabettu in Kodavoor village near Udupi, had created an email ID,apj_abdul_kalam@in.com.The accused had created forged documents and corresponded with institutions abroad using the email ID.The Udupi police raided the house of the accused and seized the forged documents and a seal. A case has been registered at the Malpe police station. Situated about 60 kms from Mangalore, it is a fairly large andupcoming town that was sanctum of Madhvacharya, the great Sanskrit Philosopher. The famous temple here, has a fascinating idol of Lord Krishna that is richly adorned with jewels. It is the center for education, social and religious activities in the district of South Canara. It is known for the famousSri Krishna temple. The reasons for its fame are the statue of Sri Krishna installed by the great saint Sri Madhvacharya and the penance and influence of Sri Vaadiraja yathivarenya. Another attraction of this temple is the 'Kanakana Kindi' -a small window through which Krishna is believed to have given darshan to his ardent devotee, Kanakadasa.There are three temples in Udupi;Chandreshwara, Anantheshwara and Sri Krishna temple.ChandreshwaraandAnatheshwaraare the most ancient temples of Udupi.Popular belief is that King RamaBhoja, an ardent follower of Parashurama installed the statue of Anantheshwara. Chandreshwara temple was built in the spot where Chandra (the moon) performed a penance, to get rid of the curse of Daksha Prajapathi. The placewhere Chandra meditated got to be called as Udupi. (Udu = a star and pa = follower) The usual practice in Udupi is to visit Chandreswara, Anantheshwara temples and then visit Sri Krishna temple. There is many interesting stories behind the installation ofstatue of Sri Krishna at Udupi.One of the popular story goes like this. The main statue of Sri Krishna at Dwaraka got completely covered by gopichandanam ( holy sandlewood). A sailor from Dwaraka loaded this heavy lump in his boat as ballast, in one of his trips along the west coast. The ship was caught in a terrible storm while sailing in the western coast of Malpe. When the meditating Sri Madhvacharya sensed this by his 'aparoksha' or divine jnana (knowledge), he got the ship safely to the shore by waving the end of his saffron robe and quietening the storm. The pleased captain of the ship offered Sri Madhvacharya anything in the ship in return. Sri Madhvacharya asked for the sandlewood peice containing the statue of Sri Krishna. Later as the story goes, Sri Madhvacharya took it to the lake, purified it and installed it in the matt.According to the respected mathadeesha, Sri Raghuvarya thirtha the story behind the installation of statue of Sri Krishna goes on like this. Because of the storm, the ship crashed to a rock and sank, the statue also sank along with the other cargo. After afew days when Sri Madhvacharya came to Udupi for spreading his philosophy among the masses, all of a sudden he woke from his meditation one day and traveled to Malpe with his disciples.As if he had discovered a new light, he took out the statue from the ocean, took it to Udupi and put it into the pond near the matt. He was not allowed inside the temple since he was from a lower caste. Sri Krishna, pleased by the worship of Kanakadasa created a small hole in the back wall of the temple and turned to face the hole so that Kanakadasa could see him. This hole came to be known as KanakanaKindi.The sight of the beautiful MudduKrishna is available to everybody through the Kanakanakindi.Devotees perform ceremonies in a large scale daily . The offerings start in the early morning at 5 o’ clock and continue throughout the day without any exceptions. Different festivals like Madhvanavami, Ramanavami, Nrisimha jayanthi, Bhagirathi janmadina, Krishna Leelothsava, Ganesha Chathurthi, Anantha Chathurdashi, Subrahmanya shashti, navarathri dasara, Holi, Vasantha Puja, Jagarana seva, Thulasi Pooja, Laksha deepothsava, Dhanu Pooja are celebrated in the temple. Special ceremonies and religious discourses take place on these festivals. Prior to Makara Sankramana ceremonies are conducted with grandeur and pomp for seven days, called as Sapthothsava. On the eighth day lakhs of people watch the magnificent Churnothsava. Once in two years, on the 18th of January, ceremonies are held in grandeur and pomp during the transfer of the Sri Krishna pooja diksha called as Paryayothsava. Tourists from all over the country and abroad come to Udupi to watch Sapthothsava and Paryayothsava.
